Brea, Calif.-based PVNavigator LLC (PVN) is soliciting turnkey request for proposals (RFP) for the completion of engineering, procurement and construction services for a 3 MW (AC), fixed-tilt, photovoltaic solar energy generating facility.

PVN specializes in the development of utility-scale PV solar power projects at landfill sites and on formerly environmentally impacted lands.

The project will be located on a San Bernardino County-owned landfill site in Ontario, Calif. The closed landfill site has been capped and maintained by the County of San Bernardino to meet all appropriate and relevant regulatory closure requirements and will continue to be maintained by the county after the PV solar power facility has been installed.

PVN will evaluate all proposals that follow the required format using criteria such as the overall proposed cost of the project and its component phases, the company's solar and facility construction experience, its construction safety record, its ability to meet the facility's commercial operation date, and its ability to guarantee the electrical output of the solar facility.

Electronic copies of the RFP and all associated documents can be downloaded here.

Although not required to submit a proposal for the project, PVN would appreciate it if bidders returned an expression of interest form by Dec. 31 via email at robert.potter@pvnavigator.com or fax at (714) 388-1839.

Proposals will be presented in accordance with the specified RFP requirements. A pre-proposal meeting via WebEx is tentatively scheduled for Jan. 5, 2016, at 10 a.m. PST. A site visit is scheduled for Jan. 7, 2016, at the landfill. Exact details of the meetings and any RFP updates will be sent out to all bidders who have returned an expression of interest form.

To be considered, one digital copy and four hard copies of the proposal must be submitted no later than Jan. 19, 2016, by 5 p.m. PST by mail to Robert Potter, PVNavigator LLC, 1 Pointe Drive, Suite 320, Brea, CAÂ 92821 or by email to robert.potter@pvnavigator.com.
